Familylinks is an Equal Opportunity Employer and ProviderPosition Summary: The Phoenix Program Manager provides operational leadership to the residential programs of the Youth and Family Services division of Familylinks.

Responsible for the oversight of staff, clients and program operations.Annualized Salary: $47,500Requirements:* Bachelor’s degree with 2-4 years relative experience preferred, life experience will also be considered.* Must be trained and able to implement all facets of the Positive Youth Development (PYD) Approach, CHANCE and Trauma Informed Care.* Demonstrated knowledge about intervention, therapeutic services and non-treatment supports for youth identified as victims or potential victims of childhood sex trafficking.* Two years’ experience supervising staff is required.* Support the organization’s mission along with sensitivity of cultural and workplaceHarmony and work with youth of all gender identities and expressions, including but not limited to agender, nonbinary and transgender youth.* Team player, collaborator and solution focused.* Planning and time management and strong organizational skills.* A valid driver’s license along with access to a vehicle.* Management of work processes along with strong computer skills for documentation purposes.* Ability to main confidential information within HIPAA guidelines and organizational policies.* Ability to be flexible especially with scheduling and to perform and prioritize multiple functions and tasks.* Communication along with professionalism.* 33/34/FBI/SOR clearances required* On-Call responsibilities.Primary Responsibilities:* Implements and maintains the agency’s mission, vision, and values in all facets of performance.* Provides overall leadership in the development and implementation of a therapeutic environment appropriate to at risk population, according to individual child and family needs, agency policies, and external requirements.* Ensures program operation in accordance with applicable licensing, regulatory, and contractual requirements.* Establishes a process of quality review and initiates actions to maintain and/or improve quality of service.

Implements plans to improve program quality in addition to periodic review of program operation and development.* Accountable to meet or exceed established utilization for the program, while accountable for all expenditures in accordance with budgets.* Oversees the completion of all service components that are accurate, strength-based, and culturally competent, within prescribed timeframes and throughout the client’s service involvement.* Oversees the completion of timely, accurate, and professional written and verbal documentation of all service and program operations.* Actively participates in the development and implementation of appropriate client and program outcome processes.

Produces and/or reports on statistical and/or client outcome indicator reports and focuses on program and/or client activities as to achieve established program and client outcome goals.* Provides all human resource functions, including all recruitment and retention activities, appropriate staffing levels, evaluations, and professional growth and advancement opportunities, in accordance with agency policies and all applicable external requirements.* Responsible for the daily supervision, training, and development of staff to meet agency, program, and regulatory standards.* Establishes and maintains positive working relationships with external environment and works in partnership with the designated CHANCE-CRT team* Ensures compliance with health and safety procedures and supervises staff accordingly.* Attends all meetings, supervisions and trainings as assigned.Working Conditions:* Work the hours necessary to complete the work including nights, weekends, holidays as assigned.* Will need to be able to implement elements of Safe Crisis Management.* Positions are located in a variety of community-based settings.* Work with clients who have complex needs, including but not limited to: mental health; alcohol and other drugs; communicable diseases; verbal and physical aggression.* May requires visits to clients’ homes, schools and supportive services within the community.* Is required to comply with all licensing regulations, contractual requirements, accreditation standards, and agency policies and procedures related to behavior supports and management and to staff training, practices and documentation involving use of emergency measures, restrictive procedures and alternatives to coercive treatment of consumers.Familylinks is an Equal Opportunity Employer and Provider
