Program Administration Specialist III

This is a Contract position in Archbald, PA posted October 21, 2021.

Mandatory skills/certification(s) Requirement Considerable experience with several years of relevant subject matter expertise in the following areas: ?

Analysis, design, development, testing, and implementation of large automated systems ?

Extensive knowledge of business analysis and design practices ?

Identifying and Confirming User Requirements ?

Systems Analysis and Design ?

High level and detailed designs and system architecture of production systems in online and batch processing environments ?

Full life cycle development of information systems Duties/Responsibilities Project Planning and Design: Collaborates with program and technical staff to elicit and document functional and system requirements for the business systems which support the division.

Reviews and analyzes current business operations to determine the need for system corrections, maintenance and/or enhancements to existing systems.

Follows software development lifecycle methodology and meets or exceeds project milestones.

Develops use cases and process flow diagrams to elaborate business and system requirements.

Participates or leads JAD sessions to engage business sponsors and technical staff to define system requirements.

Creates or reviews technical design documents to evaluate compliance with project requirements with other system support and technical staff as needed and within required timeframes.

Assists in the development and evaluation of Requests for Proposals as needed.

System Testing and Implementation: Develops test plans and provide comprehensive goals and efficient approaches to complete the test execution within the project timelines.

Writes test scripts which clearly define scenarios, test steps and expected outcomes.

Executes test scripts and documents defects using defect tracking tools such as Clear Quest.

Performs regression testing to ensure system integrity is maintained through project testing phases and to minimize potential production issues and tickets.

Reports testing status to management staff and escalates defects which contribute to project risk or have the potential to delay project milestones.

Technical Assistance and Production Support: Serves as a liaison to technical staff to coordinate and to escalate production support issues.

Investigates and responds to help desk tickets assigned to the program within specified timeframes.

Utilizes help desk management tools to track and manage production support tasks.

Provide technical assistance to local department and program staff courteously and within specified timeframes.

Identifies system malfunctions and/or training needs through analysis and interpretation of tickets submitted.

Support the execution of payment runs to ensure vendors are paid in accordance with state payment requirements for timely payment.

Assist with the development of training materials and ad hoc reporting as needed to support program staff and executes other responsibilities as assigned Knowledge, skills, education, and/or experience Technical and Functional Expertise: Strong organizational and analytical skills, capable of refining business requirements into accurate user specification documents, experience participating in program design and specifications, ability to write clear business requirements.

Ability to apply modeling techniques to enhance the understanding of business requirements.

Ability to apply test principles and apply quality checks prior to project implementation.

Results Focus: Ability to prioritize multiple issues and provide results required by the business within specified timeframes.

Must be able to work on multiple tasks and projects simultaneously Customer Service: Ability to consult with program staff and interpret programmatic needs into system operations.

Interpersonal Communication: Ability to communicate effectively both orally and in writing with managers, program and technical staff or other stakeholders.

Team Work: Must be able to work well as a member of a team to promote the needs and priorities of the Division and Department to meet program automation objectives.

Possess knowledge of system development life cycle (SDLC) and activities.

Utilization of modeling, requirements management and defect tracking tools such as Requisite Pro, Jazz, and Clear Quest ?

Planning related to the development of software applications design, development, testing, and implementation and production support of automated systems Desired skills: Bachelor’s Degree in Computer Science, Information Systems, Business Administration of or other related field or equivalent work experience preferred.

Certified Business Analyst Professional (CBAP) preferred.

Understanding the Business: Considerable knowledge of the Child Care Subsidy Program policies, procedures and operations
